Vix is seeking an energetic, entrepreneurial leader who is not afraid to roll their sleeves up for one of the most exciting global AFC (Automated Fare Collection for those not in the know…) projects currently being established in Edmonton.


The RSFS allows riders to pay for transit using a variety of methods including credit cards, debit cards, other compatible smart cards and smart devices. The tap and go fare payment system makes paying for transit as simple as buying a cup of coffee. It also makes travel across the Edmonton Metropolitan Region easier for customers since one account could be used on all participating transit systems, including Edmonton, St. Albert and Strathcona County.


The Program Manager will manage a multi-disciplined team spanning multiple localities, including regional city staff, tasked to complete the design, development and deployment, and the support of the system in the initial operations. They will be responsible for the cost and technical management, contract compliance, and regular status reporting.


  • Building a strong and effective working relationship with Central Region Partnership (CRP) Project Manager and stakeholders, transit agencies, committees, and other Vix departments to advance the goals of the project.
  • Ability to work independently and effectively in a diverse work environment. 
  • Meets scope, target budget, and schedule objectives.
  • Adjusts and redefines project schedule to address new information or requirements develop.
  • Supervises multi-disciplinary team of technical staff and outside partners.
  • Develops clear and concise communications to internal and external stakeholders through presentations and reports using common applications such as MS-Office, MS-Project, and Google Docs
  • Develops, tracks and reports on resource utilization, cost, and earned value.
  • Properly identifies, logs, and prioritizes risks and associated risk response plans/recommendations.
  • Manages team actions to balance appropriate priorities and timely completion
  • Continually looks for efficiencies in business processes during project implementation and operation.
  • Assures quality of overall deployment, integration, hardware and software systems, as well as adequacy of user / technical documentation, training, transition / migration plan.
  • Ensure formal handover of project and contract requirements to operational / support teams, and client as required.
  • Collaborate with project delivery teams to drive through key actions required to ensure the successful integration of products.
  • Actively support the key Account Manager enabling them to effectively maintain the partnership and strategic alliance with the project external stake holders.
  • Conducts self in an appropriate manner as a representative of Vix Technology.


  • Bachelor's degree in Engineering, Computer Sciences /Information Technologies or related field.
  • 5+ years related experience leading large integration projects (+$10M)
  • Experience in project management involving enterprise IT and complex, distributed software systems and associated communications infrastructure.
  • Ability to communicate effectively, orally and in writing to prepare presentations and reports to stakeholders and third parties.
  • Ability to establish and maintain cooperative working relationships with all levels of staff between multiple transit organizations.
  • Ability to solve problems using creativity, ingenuity, resourcefulness and sound judgment.
  • Ability to lead large scale core systems hardware and software development projects through a full life-cycle process, including acceptance testing and implementation/migration planning.
  • Ability to manage virtual teams across multiple locations and ability to work in multiple work locations.
  • Ability to manage outside clients, contractor(s) and vendor(s).
  • Demonstrated ability to work effectively in a diverse work workforce

Knowledge and Experience:

  • Knowledge of PMI methodology.
  • Knowledge of system enterprise architecture and characterization measurements and building interfaces between complex systems and databases.
  • Basic knowledge of IT Infrastructure components: servers, desktops, networks, communications protocols, and security.
  • Working knowledge of financial systems including EMV services, basic accounting processes and compliance
  • Working knowledge of budgets, resources, scheduling, sequencing, critical path, and earned value.
  • Working knowledge of Transition Management, the logistics and operational migration of hardware and software during upgrade to new systems (minimising impact on user community). 

Highly Desirable Knowledge and Experience:

  • Knowledge of system enterprise architecture and characterization measurements of a large-scale transit system
  • Domain expertise in the Transit or Fare Collection industry.
